Biography of Seminar Faculty:

Lance Rogers is the Founding Member of the Law Offices of Lance Rogers. As a part of his regulatory compliance practice, he represents many of the leading cannabis companies, including retailers, manufacturers, and agriculture ventures. As a litigator, he has handled a wide array of matters related to cannabis including criminal defense, regulatory violations, land use/zoning, complex business litigation and partnership, and dispute matters. Mr. Rogers attained the first dispensary license in his state. He has assisted clients in obtaining commercial cannabis licenses numerous US. He has counseled numerous cannabis farmers in on corporate compliance and licensing projects including the formation of the first cannabis agricultural cooperative in his state. Mr. Rogers served as General Counsel for one of the foremost cannabis industry associations. He is a highly sought-after speaker and authority on cannabis and marijuana regulation.

Richard M. Blau practices at Spencer Fane, where he Chairs the firm’s Nationwide Alcohol Beverage Law Group. He focuses on the rules and regulations that govern the production, processing, distribution, marketing, dispensing and consumption of medical marijuana and other cannabis-related products. Mr. Blau Richard has been rated “Band 1” for Alcohol Beverage Law by Chambers USA since 2007. He also is listed in Best Lawyers in America, and is “AV” rated by Martindale-Hubbell. A substantial portion of Mr. Blau’s professional efforts are focused on trade regulations, litigation and dispute resolution involving the alcohol and medical marijuana industries. He has industry specific experience in the areas of administrative practice and regulatory compliance, advertising and promotional law, importation matters and supplier/distribution relations. Mr. Blau is a highly-sought after lecturer and author on marijuana legalization, related administrative rule-making process, and the interaction between federal and state marijuana laws. He has been interviewed extensively on marijuana law issues by radio, television and print media outlets. Mr. Blau is a graduate of Georgetown University Law Center, where he served as an editor of the Georgetown Law Journal.

Tom Downey is a Director at Ireland Stapleton Pryor & Pascoe, PC. With his significant experience as both a government official and private attorney, Mr. Downey counsels clients to navigate all aspects of regulatory law. The majority of his practice consists of advising and representing corporate clients in the administrative, transactional and disciplinary processes related to liquor licensing, legalized marijuana and licenses. Further, he represents investors, creditors, developers, intellectual property holders and others in and around licensed industries. In providing full services to his clients, Mr. Downey conducts a great deal of zoning, code enforcement and public policy work. Previously, Mr. Downey led one of the nation’s largest Department of Excise and Licenses, issuing and regulating 25,000 business licenses in 180 categories. During that time, he redrafted the Procedures for legalized recreational marijuana licenses. He was appointed by the Governor to advise the administration and General Assembly on the legislation creating recreational marijuana. He created and ran the Business and Licensing Division and served as an Assistant Attorney General in the Business and Licensing Section.
